Gosh, on the 15th, outside Yongding Gate, I heard that the Japanese secretary Sugiyama Akira was killed by bandits. It's really a shame! He was a guest from a neighboring country; we ought to be protecting him, especially now that there are so many bandits around. I've hammered this home to those local officials time and again! And yet, right here in the capital, the Japanese secretary was actually killed! Those local officials didn't take any preventive measures beforehand, and the murderer still hasn't been caught. This is just plain unacceptable! I'm ordering those officials to apprehend the criminals within a time limit; they need to be caught and punished to the full extent of the law! If they aren't caught after the deadline, they'll have to face severe punishment! That's all I have to say on the matter.
This order has me pretty worried. When friends from neighboring countries come to us, and such a big incident happens, it reflects really badly on us. Those guys are really slacking! We gotta light a fire under their butts, make them take practical action, catch the culprit, and we owe Mr. Sugiyama an explanation, as well as give the Japanese side some answers. Otherwise, who will dare to come to us in the future? This is a huge blow to our national reputation! We need to deal with this swiftly and decisively!
